How to Manage Camera Permissions for Apps in Windows
Step-by-step instructions for allowing or blocking camera access in Windows, checking which apps can use the camera, and fixing common permission problems.
Windows separates camera access into device-level and app-level controls. A web browser or video-calling app can only use the camera when Windows allows access for the device, the user account, and that specific app. This guide covers the settings you need and how to reverse any change later.
Before you start
Camera permission settings are managed locally on the computer. You do not need an online service or an administrator account for ordinary app permissions, although a standard user may not be able to change settings that are managed by an organization. Check that the camera is connected, enabled, and not covered or in use by another app before changing permission settings.
Step-by-step instructions
Open Settings, select Privacy and security, and then select Camera. If your version of Windows shows Privacy instead of Privacy and security, open Privacy and then select Camera.
Turn on Camera access if it is off. This setting can block the camera for every user on the device, so it is useful as a master switch when you need to disable the camera quickly.
Check Let apps access your camera. When this is off, desktop apps cannot use the camera, but Windows features and some system access may still work. Turning it on is required for most camera and video-calling programs.
Review the list of desktop apps under Let desktop apps access your camera. The exact labels and ordering can differ between Windows versions. Turn on the app you want to use, and leave other apps off if you do not want them to access the camera.
If an app is not listed, open the app and try to start the camera once. Windows may add it to the list after the app requests access.
For browser-based tools, the browser also has its own permission prompt. Allow the site in the browser prompt only after checking that the site uses a secure connection and is one you intended to open.
Check the output
After enabling access, open the app that needs the camera and start a preview or test call. A successful result is a visible camera image in the app. If the app shows a black frame, a permission prompt, or a message that no camera is available, the setting may not have been saved, the wrong camera may be selected, or another app may still be using the device.
Camera preview quality depends on the selected camera, the resolution and frame rate supported by the app, lighting, and the current load on the computer. A working permission setting does not guarantee that every app reaches its highest advertised resolution or frame rate.
Common problems and next steps
If an app cannot find the camera, close other apps that may be using it, including browser tabs and video clients. Then restart the app that needs access.
If the camera is not shown in Windows Settings, check Device Manager for an imaging device or camera entry. A missing, disabled, or warning-marked device usually indicates a driver or connection issue rather than a camera permission problem.
If a browser site asks for permission every time, check the browser site settings for camera access. Some browsers allow camera use only for the current session, while others keep the permission until you clear site data.
Privacy covers on some devices can cut off the image even when permission is granted. Remove any cover, lens cap, or privacy shutter, and improve front lighting if the preview is dark but the app reports that the camera is active.
